This course is designed and delivered to prepare prospective owner builders in the Australian Capital Territory.

The course covers two important areas of study.

Firstly the legal responsibilities and obligations of owner building in the ACT and secondly, the more generic functions of managing a typical owner builder project.

It is provided to introduce the concepts, skills and knowledge required to successfully undertake a project as an owner builder.

This course satisfies the requirements of the New South Wales Department of Fair Trading for the issue of an owner builder permit in New South Wales.

It is a nationally accredited course and consists of 5 Units of Competency.

  • CPCCWHS2001 Apply WHS requirements policy and procedures in the construction industry
  • CPCCOM2001 Read and interpret plans and specifications
  • CPCCCM1011 Undertake basic estimation and costing
  • CPCCOM1013 Plan and organise work
  • CPCCOM1014 Conduct workplace communications

The minimum course duration as specified in the legislation is 50 hours when undertaken by distance and online learning.

This course (NONACC32226 QBCC Owner Builder Course)satisfies the Queensland Building and Construction Commission (QBCC) requirements for the issue of an owner builder permit in Queensland. 

This course provides the necessary skills and knowledge required to demonstrate competency in the responsibilities and obligations of owner building in South Australia.

This course is delivered to assist prospective owner builders in Victoria to satisfy the education and experience requirements of obtaining and owner builder permit.



This course satisfies the requirements for the issue of an owner builder permit in Western Australia.

Completion and presentation demonstrates the applicants knowledge and skills as required by the WA Building Services Board

This course satisfies the requirements of the CASRs in respect First Aid and Aviation Medicine knowledge requirements for Pilots engaged in CASAR Part 121 Air Transport operations

This course provides awareness level training in line with the recommended syllabus and activities as detailed in the International Civil Aviation Organisation (ICAO) Cabin Crew Safety Manual Doc 10002

This course provides skill level training in line with the recommended syllabus and activities as detailed in the International Civil Aviation Organisation (ICAO) Cabin Crew Safety Manual Doc 10002

The short course Trade Contractors Management satisfies the requirements for the issue of a Statement of Attainment demonstrating competency in the Unit BSBSMB401 Establish Legal and Risk Management Requirements for Small Business.

There are three elements which need to be satisfactorily completed by the candidate:

  • Identify and Implement  Business Legal Requirements (establishing the business entity)
  • Comply with Legislation, Codes and Regulatory Requirements (business compliance and legislation)
  • Negotiate and Arrange Contracts ( Small Business Contract Management)

The course satisfies the educational requirements of the Queensland Building and Construction Commission (QBCC) in respect to Management for those applying for the issue of a Trade Contractors Licence.

The course is contextualised to ensure maximum relevance to contractors in the building and construction trade environment.

This course satisfies the national requirements of General Safety Induction training for the construction industry.

Following satisfactory completion of this course and subject to meeting all other identification requirements, a candidate is eligible for the issue of a White Card.

The White Card issued by Abacus Training will have a Queensland title. The card is a national card and valid for use in all states.

Workplace Health and Safety laws were harmonised in January 2013.

Statutory Declaration Requirements for Course

The owner builder course requires the submission of a Statutory Declaration that sees the candidate declare that they completed the owner builder course and associated assessments on their own, without assistance from anyone other than an Abacus Training facilitator.

If you completed the White Card course with us, then you need to provide two stat decs.

Firstly one declaring you competed the course and associated assessment on your own and a second stat dec completed by a witness, that will declare they observed you complete the assessments.

Proforma for these Stat Decs are attached.

Receipt of the stat decs is what initiates us to check your assessments, so failure to complete and return in a timely manner may result in a delay to the issuing of your Statement of Attainment.

Once you have completed your course, send us an email and we will forward the link to a proforma stat dec that will contain the required wording for the declaration.

Remember, they are state and course specific

Finally, a reminder.

Once you have finished all units required for a course, the fastest way to get your results and your Qualification is to send us an email to advise us of your completion. Make sure you have all the required paperwork completed including the Statutory Declaration required for the specific course.

Finally, we are about to introduce a new Student Management System which should allow us to manage enrollments and qualifications more efficiently.

Merry Christmas

All of us at Abacus Training would like to take the opportunity to wish all our students past and present a very Merry Christmas and a Safe and Prosperous New Year.

It is important that you are extra vigilant over the busy holiday period and keep a focus on the safety of your site and all those who visit or are engaged in work activities and tasks.

Our staff are taking a two week break over the period, however we will maintain a regular watch on student questions and requests. We will also continue to grade assessments and issue Statements of Attainment over the period.

A quick note to thank those who are active on the blog. It is developing into a fantastic resource for our owner builder students and there is a growing exchange of ideas, thoughts and experience.

Remember you can satisfy the part of your communications assessment obligations through participation in the blog and the exchange of owner builder experiences.
